My History

The composition of Board of Directors of KADII is always changing in accordance with the assignment of new personnel both from KG and KP. Therefore, almost every year the minutes of extraordinary shareholders meeting is issued to update the revised composition of the Board of Directors of KADII until now. But since 1999, the extraordinary shareholders meeting decided to retain 2 members only of Board of Directors which currently as follows:
Board of Commissioner:
Chairman of Commissioner = Mr. Seiji ando (NRPC)
Commissioner = Mr. Nusjirwan Hamzah (KP)
Board of Director:
President Director = Mr. J.W. Sumual (KP)
Vice President Director = Mr. Toshiaki Iizuka (NRPC)
Kumagai - Kadii (KKJO) Joint Operation (1980)
In 1980, the Government of Indonesia issued Presidential Decree No. 14A/1980 regarding implementation of state budget which include procurement of goods and services funded by foreign financial institutions. The decree regulated that such kind of projects may be attended by foreign contractors but compulsorily in cooperation with local contractor.
Since then, KADII continue to participate in the tender and perform the contract as a single company for only LCB projects and private company owned projects. For ICB and other huge magnitude project, KADII established a joint operation with KG under the name of Kumagai - Kadii Joint Operation (KKJO). The first project under KKJO was Cikampek - Jakarta Tollway Project (1982).
KADII, KKJO and KG (1984)
In 1984, the Government of Indonesia issued Presidential Decree No. 29/1984 regarding implementation of state budget which regulating that the project funded by foreign financial institutions may be participated by foreign contractor but the foreign contractor is encouraged to cooperate with a reputable local contractor.
Since the, KADII still continued to participate in tender and perform the contract as a single company for LCB and small and medium project belong to private company. And KKJO also continued to participate in tender and perform the contract for the ICB projects and large scale of private company owned project. For certain project, KG started to joint with other company other than KADII for the purpose of promotion such as Jabotabek Elevated Railway Project (1987), Kedung Ombo (1989), Bili-bili (1992), Surabaya River Improvement Project (1993), (Besai HEPP (1995), Sipansihaporas HEPP (1998) and up to 2000.
KADII Non-active
In line with globalized economic In 1999, the Government of Indonesia issued regulation Law No. 18/1999 regarding construction service and followed by Government Regulation No. 29/2000 and No. 30/2000 that basically foreign contractor may participate and perform the project singly as long as the project financed by foreign (international) institution and procurement under ICB. In this case the procurement guideline of financier (lending agency) is prevailing. In case a foreign company fails to fulfill pre-qualification requirements, such foreign contractor may in cooperation with other foreign or local contractors having relevant background of experience such as (railway, airport, marine works, etc.). Foreign contractor may also participate and perform the project belong to private companies.
Since then, KG started to participate in P/Q and tender as a single company such as Binamarga. But up to now, there is no project awarded yet to KG as a single company. In other projects which require other background of experience such as Kutoarjo-Yogyakarta Double Tracking, Bali Beach Conservation Project, etc., KG has to joint with other contractors (local or foreign) to fulfill the P/Q requirements. Whilst, the other projects still continue to use KADII and KKJO up to now like Jasa Marga project.
On the contrary, the Ministry of Settlements and Regional Infrastructure (formerly Ministry of Public Works), the ministry who issued the permit for foreign contractor to open representative in Indonesia still compulsorily require the foreign contractor to make a partnership with local supplier, consultant and contractors, even though there is no clear explanation of whether sub-contract, joint operation or joint venture base cooperation. This issuance of permit based on Minister of Public Works Decree No.: 50/PRT/1991.
